Impact-resistant roofing in Texas

Written by the JC&C Roofing editorial team. Expert reviewed by **Christian Hernandez**, GAF Master Elite roofing specialist. Last reviewed: October 13, 2026.

# Class 4 Impact-Resistant Roofs in Houston: What Is Actually True

Search this topic and you will be told the Texas insurance discount is 20%, or 35%, or 70%. You will be told the law requires it, and also that it does not. Almost none of these pages cite anything.

This one quotes the Texas Department of Insurance, links to the independent test data, and tells you plainly where the honest answer is *“ask your carrier”*.

The short version

- **Class 4 is the top of four impact classes** under UL 2218, and TDI confirms it receives the highest premium credit of the four.
- **Nobody can tell you your discount.** TDI states the amount is set by each insurance company individually. Any roofer quoting a percentage is guessing.
- **UL 2218 is not the only test.** IBHS fires realistic hail at shingles bought from retail stores, and finds that products with the same UL class perform very differently.
- **The credit is never automatic.** You have to request it and send documentation.
- **Some carriers attach a cosmetic damage exclusion** to it. Ask before you accept.

## What UL 2218 Class 4 Actually Measures

A steel ball, dropped twice on the same spot. That is the whole test, and understanding exactly what it does and does not prove is the beginning of understanding this topic.

The four classes

<dl>

<dt>Class 1</dt>
<dd>1.25″ steel ball</dd>

<dt>Class 2</dt>
<dd>1.5″ steel ball</dd>

<dt>Class 3</dt>
<dd>1.75″ steel ball</dd>

<dt>Class 4</dt>
<dd>**2″ steel ball**</dd>

</dl>

Each dropped from **20 feet**, twice on the same spot. To pass, the shingle must show no cracking, splitting, tearing or fracturing.

### What it proves

That the shingle resists penetration and fracture from a hard, concentrated impact. That is genuinely useful and it is the standard Texas insurers reference.

### What it does not prove

Real hail is not a steel ball. It is ice, of varying density and hardness, arriving at varying angles and speeds, often many stones at once. It does different things to a shingle — particularly to the granule layer.

A shingle can pass the steel-ball test and still lose granules readily to actual hail, which is what [shortens its life](https://www.myroofimprovement.com/how-long-does-a-roof-last-in-houston-8-signs-it-is-time-to-replace/).

**One trap worth knowing.** “Impact resistant” and “Class 4” are not the same phrase. A product has to earn the top rating through testing; general durability claims are not a classification.

## The Other Test, and Why It Disagrees

The Insurance Institute for Business & Home Safety runs a different program, and it exists precisely because the UL class does not tell the whole story.

### How IBHS tests

- **They buy the shingles from retail stores** — retail stock, not manufacturer samples
- **They replicate realistic hail**, matching the physics and damage modes of natural hailstones
- **They score damage separately** — granule loss, dents, surface cracks and full compromise

Their stated finding: **not all shingles labeled impact-resistant perform the same.** That is the entire reason the program exists.

What this means for you

Two shingles can both carry Class 4 and perform very differently against real hail. And a Class 3 shingle can outperform a Class 4 one on the IBHS scorecard.

Which is why the honest way to choose is to look at **both**: the UL class for the insurance conversation, and the IBHS rating for how the roof will actually behave.

[See the IBHS scorecard](https://ibhs.org/interactive-hail-impact-resistant-shingle-ratings/)

IBHS publishes this openly and ask homeowners to use it. They also ask contractors to “back your recommendations with independent test data, not marketing claims” — which is a fair standard to hold any roofer to, including us.

## What TDI Really Says About the Discount

This is where the misinformation is thickest. So rather than paraphrase, here is the Texas Department of Insurance in its own words.

> “Roofing materials installed on structures **may be eligible** for discounts on your insurance… A Class 4 roof covering would receive the **highest premium credit**. The amount of discount for each class of roofing material is **established by the insurance company on a company-by-company basis**. Each insurance company determines the test criteria they will accept, how the roofing materials are labeled for verification, and the paperwork that must be submitted to them by the contractor and policyholder.”

### Read that carefully, because four things follow from it

1. **Class 4 gets the largest credit available.** That much is settled — it is the top of the four classes and TDI says so.
2. **There is no statewide percentage.** Each company sets its own. So nobody — not us, not any roofer — can tell you what yours will be.
3. **Your carrier decides what counts.** Which test criteria they accept, how the product must be labeled, what paperwork they want. These vary.
4. **You have to do something.** The credit is applied when you request it with documentation, not because a roof was replaced.

Why you have seen five different numbers

A survey of Houston-area roofing sites today turns up the discount described as **20%**, **35%**, **10–30%**, **15–35%**, “upwards of 35%” and, on one page, **70%**. All stated as fact. None cited.

Some of it traces to [Commissioner’s Bulletin B-0030-98](https://www.tdi.texas.gov/bulletins/1998/b-0030-8.html) (April 23, 1998), which added “mandatory roof covering credits” to the Texas Personal Lines Manual — language from an era when Texas used promulgated rates. The same bulletin also created the optional hail damage endorsement that the cosmetic exclusion below descends from. Quoting that as though it describes today’s market is where “the law requires your insurer to discount” comes from.

**We are not going to add a sixth number.** The discount is real, Class 4 attracts the biggest one, and the amount is a conversation with your carrier. That is the whole honest answer.

## The Cosmetic Damage Exclusion

The part of this conversation that almost nobody raises, and the one worth raising before you sign anything.

### What it is

Some carriers offer the impact-resistant credit in exchange for an endorsement excluding **cosmetic hail damage** — damage that marks or dents the roof without compromising its function.

Take the endorsement, and a hailstorm that dents your shingles but does not functionally damage them may produce **no payout at all**. If you are unsure which kind of damage you have, our [hail damage page](https://www.myroofimprovement.com/hail-damage-houston/) shows the difference.

### Is that a bad trade?

Not necessarily, and it would be dishonest to say so. A Class 4 roof is specifically built not to be functionally damaged by hail — so on that roof, the coverage you are giving up is the coverage you are least likely to need.

**But it should be a decision, not a discovery.** The problem is not the endorsement; it is finding out about it after a storm.

Four questions for your agent

1. Do you offer an impact-resistant roofing credit at all?
2. What is it for a UL 2218 Class 4 roof, and for Class 3?
3. Is any endorsement required to receive it — and what does that exclude?
4. When does it take effect: immediately, or at renewal?

Ask these *before* choosing a shingle rather than after. The answers can change which class is worth paying for.

## Is a Class 4 Roof Worth It in Houston?

The honest answer is that it depends on three things, and one of them you cannot know until you call your insurer.

01

### Your hail exposure

Houston is not Dallas. The Interstate 45 corridor and the northwest — Tomball, Magnolia, The Woodlands, Cypress — take more hail than the coastal side of the metro. The [August 2026 Spring hailstorm](https://www.myroofimprovement.com/hail-damage-spring-tx-august-2026/) is a recent example.

More hail, more value. This is the factor most people underweight.

02

### How long you are staying

The upgrade is paid once and the discount recurs annually, so the math improves every year you stay. Over a full roof life it is usually comfortably positive.

Selling in two years? Probably not. Staying fifteen? Probably yes.

03

### What your carrier actually offers

The one nobody can answer for you. Some carriers offer a substantial credit for Class 4 and little or nothing for Class 3 — which changes whether the middle option makes sense at all.

One phone call, before you choose a shingle.

### And one thing that has nothing to do with insurance

A roof that survives a hailstorm intact is worth having whether or not anyone discounts your premium for it. No [claim](https://www.myroofimprovement.com/roof-insurance-claims/), no deductible, no adjuster, no three weeks of tarps, no argument about scope.

**The insurance discount is a rebate on a decision that mostly justifies itself.** It is the wrong reason to make the decision and a perfectly good reason to feel better about it.

## Common Questions

<details>

<summary>How much will a Class 4 roof save on my insurance?</summary>

Nobody can tell you without asking your carrier. TDI states plainly that the amount is set by each insurance company individually — there is no statewide figure.

What is settled: **Class 4 receives the highest credit** of the four impact classes. Any roofer quoting you a specific percentage is quoting someone else’s policy, or making it up.

</details>

<details>

<summary>Does Texas law require insurers to give the discount?</summary>

You will see this claimed often, and it needs care. Commissioner’s Bulletin B-0030-98 (1998) used the phrase “mandatory roof covering credits” — language dating from when Texas used promulgated rates.

**TDI’s current guidance says something softer:** that materials “may be eligible” for discounts, and that the amount and criteria are set company by company. Ask your carrier directly rather than relying on either claim.

</details>

<details>

<summary>Is every Class 4 shingle equally good against hail?</summary>

No, and this is the most useful thing on this page. UL 2218 measures resistance to a steel ball. IBHS tests shingles bought from retail stores against realistic hail and finds **substantial differences between products carrying the same UL class**.

Check both: the UL class for the insurance conversation, the <a href="https://ibhs.org/interactive-hail-impact-resistant-shingle-ratings/">IBHS scorecard</a> for real-world performance.

</details>

<details>

<summary>Do I have to do anything to get the credit?</summary>

Yes. It is never applied automatically. You request it from your carrier and supply documentation of the roof’s classification — and each insurer decides what paperwork it will accept.

We provide UL 2218 documentation on any impact-rated installation. Forwarding it and asking is your part.

</details>

<details>

<summary>What is a cosmetic damage exclusion?</summary>

An endorsement some carriers attach to the impact-resistant credit. It excludes hail damage that marks the roof without compromising its function — so a storm that dents shingles without functionally damaging them may produce no payout.

On a Class 4 roof that may be a reasonable trade, since it is built not to be functionally damaged. But ask whether the endorsement is required *before* accepting the credit.

<summary>Which Class 4 shingles do you install?</summary>

**GAF Timberline UHDZ** with UltraMat, which carries UL 2218 Class 4. On an approved insurance claim it is what we register as standard, with the GAF Golden Pledge warranty.

For cash customers there are tiers — including a Class 3 option and one built around Owens Corning Duration for its IBHS rating. <a href="https://www.myroofimprovement.com/roof-replacement-packages-houston/">Compare the packages</a>.

The Texas Department of Insurance states that the amount of discount for each class of roofing material is established by the insurance company on a company-by-company basis. Texas Commissioner's Bulletin B-0030-98 (April 1998) used the phrase mandatory roof covering credits, language dating from when Texas used promulgated rates. The Insurance Institute for Business and Home Safety tests shingles purchased from retail stores against realistic simulated hail, scoring granule loss, dents, cracking and full compromise separately, and finds substantial differences between products carrying the same UL classification. It excludes hail damage that marks or dents the roof without compromising its function, so a hailstorm causing only cosmetic damage may produce no payout. Hail exposure is higher along the Interstate 45 corridor and in northwest Houston including Tomball, Magnolia, The Woodlands and Cypress. The upgrade is paid once while any discount recurs annually, so the case strengthens the longer the owner stays. Separately from insurance, a roof that survives hail intact avoids a claim, a deductible and weeks of disruption."
